A Job Listing is a Last Resort for An Employer

Companies always search in their network first, asking employees if they know someone who is looking for a job. An employee will never recommend someone unreliable, because it reflects back on them, so this is the first step to recruiting. Some companies will poach people from other companies or directly from LinkedIn.

A Company Advertising a Position May Not Be Great to Work For

If a company cannot fill a position from its network, then what does that say about the company? It might mean that people working there do not recommend it, or talented people are not interested in working there. If the company is not on the ball when it comes to recruiting, it may be deficient in other areas too.

The Position May Already be Filled

Due to regulations, companies may be required to advertise the position, even if it is about to be filled. For example, companies sponsoring foreign workers may be required to formally advertise the position to prove a skills shortage.
