I think the fastest solution is to convert single family homes into boarding houses. Tiny houses do not provide the same density as apartment buildings, but they are at least better than single family homes. Also, tiny houses are typically built with a kitchen and bathroom in each unit. It would be more economical to build them if there were shared kitchen and bathroom facilities.
